Israel Defense Minister Ezer Weizman has been replaced by Ambassador Chaim Herzog as the principal speaker at the Israel Bond Organization banquet the evening of Feb. 4 at the Waldorf-Astoria. Weizman cancelled his engagement because he was recalled to head the Israeli delegation to the military talks with Egypt.
