Israel failed today in her second full dress attempt to win recognition of the Rod Mogen Dovid as the fourth emblem of the International Red Cross. The three universally recognized signs thus remain the Red Cross itself, the Red Crescent for Moslem countries, and the Persian Lion and Sun.
Israel put her case before the 60-nation Red Cross conference, meeting here under the presidency of Swiss Foreign Minister Max Petitpierre to draft new “rules of war” for the atom age. Today Israel lost a secret ballot for recognition of the Red Mogen Dovid by 24 votes against 18, with three abstentions. On July 21 the same issue produced an adverse vote of only 22 against 21, with seven delegations abstaining.
The first vote was taken during the final reading of the modernized convention on care of wounded and sick fighting men and today’s vote during discussion of the revised treaty for wounded and shipwrecked seamen. Israeli delegate Emile Najar told the conference that be was not abandoning his case and would submit it a third time when the entirely new treaty to protect civilians in wartime comes before the plenary session.
