A note from the Soviet Government, addressed to all heads of State, dealing with Russia’s renewal of nuclear testing, was handed to Prime Minister David Ben-Gurion here today by Mikhail F. Bodrov, the USSR Ambassador to Israel.
The note stresses the Soviet Government’s stand in favor of complete and general disarmament, emphasizing the danger to mankind unless such an agreement is reached. The note also recalls the address on disarmament given before the United Nations General Assembly a year ago by Soviet Premier Nikita S; Khrushchev.
