The first international diplomatic conference to be attended by Israel with full rights will be the International convention to determine the Status of Civilian War Sufferers, which will open in Geneva April 21.
Israel officials disclosed that this country had been invited to participate because it is now a signatory to the Geneva Convention on prisoners of war. The Jewish state’s delegation will be composed of Maurice Fischer and Zvi Locker, of the Foreign Ministry; Emil Najjar, legal advisor; Menachem Cahani, Israeli representative to Switzerland; and Dr. Arich Steinberg, of the Ministry, of Health.
