Israel is expected to make a final transfer of frozen tax money to the Palestinian Authority. American officials are expected to observe the transfer of some $14 million at the U.S. Consulate in eastern Jerusalem. The payment is the third and last portion of $42 million that Israel agreed to return to the Palestinians from tax money frozen when the intifada began two years ago.
