Israel may be on the verge of a diplomatic breakthrough with the Palestinians, Israeli Foreign Minister Shimon Peres said. “We must be very cautious not to miss this opportunity,” Peres told the Russian, Chinese and Spanish foreign ministers during meetings Sunday on the sidelines of the U.N. General Assembly in New York.
