Official Israeli quarters here had no comment today on the statement by the U.N. Palestine Conciliation Commission yesterday announcing the failure of its attempts to establish peace between Israel and the Arab states. However, the Israeli delegation today released the text of the letter it submitted to the Commission in which comments were made on the Commission’s five-point proposals, The proposals were not accepted by either the Arabs or Israel.
In its letter, the Israel delegation, emphasized the fact that the Arab statement at the Arab-Israel “peace” talks initiated here by the U.N. Conciliation Commission could not be considered by Israel as a “goodwill declaration.” The talks had been taking place since September 10. In announcing yesterday its failure to bring the talks to a successful end the Commission placed the blame on the refusal of both Israeli and Arabs to show willingness “substantially to recede from their rigid positions and to seek a solution through mediation along the lines spelled out in the commission’s patterns of proposals.”
The Commission will now make a full report to the U.N. General Assembly, its announcement said, on the developments of the conference “and the conclusions drawn by the Commission from these developments.”
