Israel never promised Syria that it would withdraw from the Golan Heights to the pre-1967 borders, according to former Prime Minister Shimon Peres. The withdrawal was only discussed as part of a hypothetical scenario to learn what Syria would give in return, Peres said Sunday of the talks, which were broken off in 1996. Last week, Syrian Foreign Minister Farouk al-Sharaa appealed to the United States and Europe to pressure Israel to honor what he called a commitment to a full withdrawal from the Golan Heights.
