Israel partially lifted a closure it imposed on the West Bank and Gaza Strip after Hamas threatened retaliation for the killings last week of two of its leading members by Israeli troops. Some 10,000 Palestinian workers and business people were allowed into Israel, but the border still remains closed to the general Palestinian population.
