Dr. Menahem Kahane, member of the Israel delegation at the U. N., told the Social Committee of the United Nations General Assembly today that the “most practicable” solution of the refugee problem in the world today was “by integration. ” Unfortunately, he said, repatriation and settlement was only of a “very secondary and accessory nature.”
The Israeli delegate said it was “imperative to continue the Office of the High Commissioner for Refugees for a further period of five years as recommended Economic and Social Council. ” Mr. Kahane described the problem of the refugees as being “without any doubt one of the most serious of our times, ” He said that its solution would be a vital contribution to maintenance of world peace.
The Israeli delegate referred to the fact that his country was one of the 15 members of the High Commissioner’s advisory’ committee on refugees. There were two valid reasons, he continued, for Israel’s being on this committee: 1. “The bitter and tragic experience of the Jewish people during its millenary history;” and 2. The fact that Israel had succeeded in absorbing so quickly great numbers of immigrants
As a member of the committee the Israeli delegation had had an opportunity to follow closely the work of the High Commissioner’s Office and to appreciate what had been done, he asserted.
