The Government and the people of Israel hope that the Big Power treaty on a partial ban of nuclear testing “shall not remain empty phraseology, but have practical consequences,” President Zalman Shazar declared here today in a Rosh Hashanah message. Mr. Shazar addressed his message to all citizens of Israel “without distinction as to national origin or faith,” and to all Jews all over the world “without distinction as to the country or regime they live in.”
President Shazar expressed the further hope that the test ban pact “touch our region.” “May we in this part of the world also, ” he stated, “enjoy the blessing of peaceful and creative life, unshaken by hostility and hatred.” He expressed the hope that “the hatred of neighboring peoples, and their threats of strife and annihilation no longer be directed against our land.” Despite “bitter tensions,” he noted, “our hand is still stretched out in a sincere gesture of peace” with the Arab states with which Israel desires “frank and helpful talk.”
