Israel proposed a three-way summit July 5 with President Clinton, Prime Minister Ehud Barak and Palestinian Authority President Yasser Arafat to hammer out an outline of a final peace accord. Barak’s office said the prime minister believes that talks among negotiators are not advancing and that the three leaders must make the critical decisions.
