Israel refused Palestinian Authority President Yasser Arafat permission to fly over Israel from the West Bank to the Gaza Strip, according to a source in Prime Minister Ariel Sharon’s office. Israeli media reports said the government made the clearance conditional on Arafat’s taking concrete steps to implement a cease-fire he pledged Saturday.
