The will of the Israel Government to bring about a state of peace between the Jewish State and the neighboring Arab countries was emphasized here last night by Joseph Saphir, Israel Minister of Communication, addressing the opening session of a two-day conference of Labor Zionist groups for the United Jewish Appeal.

“Israel is determined to make every necessary effort to prevent unrest in the Middle East,” the Israel Cabinet member told the 500 delegates attending the conference. He pointed out that the Israel Government firmly believes that “peace will be of great benefit to all of the Middle East and the world. “

“We are not, however, going to permit unrest and lack of peace to endanger the lives of our people or the continuation of our program of construction, ” the Minister declared. Other speakers at the conference included Harry Beilin, Israel Consul General in Los Angeles, and Dr. James G. Heller, president of the Labor Zionist Organization of America.
