Israeli and Palestinian negotiators failed to resolve differences over the timetable for the next two Israeli withdrawals from the West Bank, despite six hours of talks Sunday. Palestinians want the withdrawals to be completed by November, while Israel is asking for a delay in the final withdrawal. The two sides are scheduled to meet again on Tuesday.
