Israeli and Palestinian negotiators held out little hope for any advance in their stalled negotiations as they prepared for separate meetings with American officials this week in Washington. David Bar-Ilan, a spokesman for Israeli Prime Minister Benjamin Netanyahu, said the meetings would focus on security cooperation, a further Israeli redeployment in the West Bank and on issues still unresolved from the 1995 Interim Agreement.
