Israeli and Palestinian officials disagreed over whether an army withdrawal in the West Bank city of Hebron had already begun. Israeli Foreign Minister Shimon Peres was quoted as saying that soldiers had withdrawn from parts of Hebron. Palestinian Authority official Saeb Erekat denied the claim. The dispute comes amid U.S. pressure on Israel to ease conditions on Palestinian civilians.
