Israeli Arabs held peaceful rallies to mark the second anniversary of riots in northern Israel during which 13 people were killed in confrontations with police. Police were on heightened alert Tuesday in northern Israel, but they were instructed not to enter Arab towns unless there were disturbances, Israel Radio reported.
