Aryeh L. Pincus, chairman of the Jewish Agency executive, proposed the formation of a permanent body to handle settlement problems between the Israel Government and the Jewish Agency with maximum coordination.
Testifying before the final session of the Commission on Settlement Affairs, he proposed that such a committee include representatives not only of the Government and the Agency but also of other public bodies. He said its functions should include deciding general settlement policy and budgets, and fixing priorities in settlement programs.
