Israeli Cabinet member Shimon Peres and Palestinian Authority President Yasser Arafat met in the Gaza Strip. In televised remarks to the nation before the meeting, Prime Minister Ehud Barak said Peres, an architect of the Oslo accords, was not going to negotiate with Arafat, but to give him a “clear message” that the “violence cannot go on.”
