Israeli delegates were prevented from attending an international conference in Dubai. The Associated Press reported that the four-member delegation traveled Monday to the capital of the United Arab Emirates for a conference of the Universal Postal Union, an affiliate of the United Nations, and were turned back at the airport for not having the proper visas.
