Israeli Foreign Minister Shimon Peres and Palestinian Authority President Yasser Arafat agreed to take a series of steps aimed at turning a shaky, week-old truce into a lasting cease-fire. In a joint communique issued after two hours of talks at the Gaza airport, the two said they would hold a second meeting “within a week or so.”
