Israeli officials reacted cautiously to word that United Nations and Iraqi officials had signed an agreement that could defuse the crisis over weapons inspections in Iraq. Prime Minister Benjamin Netanyahu’s spokesman, David Bar- Illan, said it remained unclear whether the agreement would be sufficient to prevent Baghdad from attacking its neighbors. Meanwhile, Israeli officials said they would continue to distribute gas masks as a precaution.
