Israeli poet Dalia Rabikovitz prompted a public outcry after suggesting that voting rights be delayed for new Russian immigrants on the grounds that they do not understand democracy and only appreciate force. Appearing on a television program, Rabikovitz suggested that voting rights be extended only after immigrants pass a basic civics test.
