Israeli Prime Minister Benjamin Netanyahu warned the Palestinian Authority that a declaration of an independent state with Jerusalem as its capital would bring a halt to peace negotiations, including the implementation of the Wye agreement. The prime minister made his comments after Palestinian Chairman Authority Yasser Arafat reiterated at a rally over the weekend that he would declare a Palestinian state on May 4, 1999, the end of the interim period spelled out under the Oslo accords.
