Israeli Prime Minister Ehud Barak and Syrian Foreign Minister Farouk al-Sharaa met Tuesday for their first substantive encounter since resuming their peace talks in West Virginia. The meeting, which also included President Clinton and U.S. Secretary of State Madeleine Albright, came after the two sides overcame a “procedural hurdle” about what to discuss first.
