Israeli Prime Minister Ehud Barak promised that “there will be no new settlements.” Speaking Tuesday during a conference in Paris, the premier added, “This is the time to make decisions, not to make private initiatives on barren hilltops.” His remarks came as several hundred settler activists amassed at a hilltop enclave in the West Bank to oppose their forced removal by Israeli troops.
