Israeli undercover agents have been flying on other countries’ flights to Israel since the Sept. 11 attacks to check security. Israeli Transportation Minister Ephraim Sneh said Tuesday that if an airline is found to have inadequate security procedures, it is warned that its flights will not be allowed to fly to Israel if the problems are not corrected.
