A delegation representing Solel Boneh, the Histadrut construction cooperative, and private investors left Israel last night to negotiate with Shell Oil Company in London for the purchase of Shell’s marketing interests in Israel. Shell and another British company announced last month their decision to give up the Israeli market by the end of 1957.

Meanwhile, the Finance Ministry claimed today that the mission left for London without consulting it. The Ministry, which has also been negotiating with Shell, indicated it intended to take steps to interfere with the new group’s activities.

(In London today, Joseph Jacobson, who represents the private investors interested in dealing with Shell, said that the delegation had left with the knowledge and consent of Finance Minister Levi Eshkol. “I personally spoke to him,” Mr. Jacobson said.)
