Israel’s attorney general, Elyakim Rubinstein, announced he will not open a criminal investigation against a former governor of the Bank of Israel. In a report by the state comptroller, Jacob Frenkel had been accused of receiving sick pay, vacation pay and per diem expenses abroad to which he was not entitled.
