Director Henry Byroade of the Division of German Affairs of the State Department today agreed with Israeli representatives on the moral justification of Israel’s claim for $1,500,000,000 as reparations for Jewish property stolen by Germany.

He told Israel Ambassador Abba Eban and Israel director-general of Finance David Horowitz that he is continuing to study the note submitted to Secretary of State Dean Acheson on March 12 by Israel. Mr. Horowitz pointed out that there was not only moral justification for this claim, but that it was also practical and legally feasible. He stressed that rising prices and increasing production in Western Germany would allow restitution in kind.

Ambassador Eban declared that it is particularly unjust that Israel must reduce its standard of living to care for the victims of Nazism while the Germans benefit from the spoils. The Ambassador stressed the universality of the appeal and stated the hope that Jews throughout the world will rally in support of efforts in behalf of German reparations.
