Emil Najar, former deputy director of Israel’s Foreign Ministry, presented his credentials to Emperor Hirohito this week-end as Israel’s first Minister to Japan. Avigdor Dagan, Charge d’Affaires until Mr. Najar arrived, became first secretary of the Israel Legation.
