Israel’s Knesset defeated economic legislation necessary to implement the 1999 budget. The Budgetary Arrangements Bill failed in the first of three legislative votes because several members of the governing coalition were absent during the vote. If the budget and the arrangements bill fail to pass by Dec. 31, the 1998 budget framework will remain in effect for three more months.
