Israel’s point man on negotiations with Hezbollah for a prisoner-exchange deal is in Germany for talks. The trip by Maj. Gen. Ilan Biran, reported in Thursday’s Jerusalem Post, is raising expectations that a deal could be finalized soon for the return from Lebanon of kidnapped businessman Elhanan Tannenbaum and the remains of three abducted Israeli soldiers who are believed dead.
