Israel’s president ascribed President Bush’s election victory to his war on terrorism. “Your policy that global terrorism must be fought with determination and firmness, and that the human race must be granted the right to live free of terror, won the appreciation and support of the American people,” Moshe Katsav wrote Bush in an open letter of congratulation published Thursday.
