Israel’s Shin Bet domestic security service received approval to use “extraordinary” interrogation methods in 90 “ticking bomb” cases since 1999. The approval was granted following a 1999 ruling issued by the High Court of Justice outlawing torture in interrogations of Palestinian suspects, but allowing exceptions in cases where there are grounds for believing a terror attack was imminent.
