Israel’s Stand on Talks with Germany Reported to State Department

A “brief account” of the German-Israeli reparations talks at The Hague was given the State Department today by Ambassador Abba Eban during a visit he and Israeli Minster David Goitein made on Henry A. Byroade, newly-installed Assistant Secretary of State for Near Eastern Affairs.

Mr. Eban, who is leaving Washington for a speaking tour on the West Coast, told Mr. Byroade where Israel stands with regard to the reparations talks with Germany. Assistant Secretary Byroade, who formerly headed the State Department’s Bureau of German Affairs, indicated that he will visit Israel soon, probably this summer.

Mr. Byroade will attempt to expedite the flow of Mutual Security assistance to Israel to provide the maximum possible benefits as early as possible from funds allocated to Israel for this fiscal year, it was learned following today’s visit by the Israeli diplomats.

Mr. Eban reported after the conversation that he had asked Mr. Byroade to expedite the assignment of the remaining portion of the Mutual Security funds allocated for the present fiscal year. The Israel Ambassador said that the discussion of the Mutual Security and technical assistance programs was included in the talks, which covered “a number of mutual problems.”
