Israel’s trade ministry said Bezek International deliberately misled customers who used its overseas phone service. The ministry found that Bezek adopted a policy aimed at “obscuring and confusing” consumers about rates when two competing overseas phoneservice providers were preparing to enter the market earlier this year.
