Mr. Ishar Harari, a member of Israel’s delegation to the Inter-Parliamentary Union, told the Union at its session today that Parliamentary representative government by the people does not exist in Egypt and Syria and that he thought the Union should put more stress on the control of foreign policy by parliaments as a factor for peace.
He pointed out that in a totalitarian state a single dictator can decide on war unilaterally without consulting representatives of the people. He said Israel was particularly conscious of this because of the presence of Egypt and Syria on her frontiers.
Emile Bustani, a member of the Lebanese delegation, told the Union that the United States must “atone” for past “wrong deeds” in the Near East. He called attention to the Arab refugee situation and sought to give the impression that the Arabs were potentially very friendly to the United States, but were alienated through American support of Israel.
