The Italian Cabinet today issued regulations covering the disposal, virtually on a confiscatory basis, of real estate which Italian Jews must abandon under the terms of the recent anti-Semitic decrees. Decrees adopted by the Cabinet on Nov.11 forbid Jews to own land worth over 5,000 lire ($263) or urban real estate assessed over 20,000 lire.
Under today’s regulations, Jews will be required to declare the total of their real estate and industrial property. Real estate exceeding the amount permitted to Jews will be turned over to a specially created institute which will sell it on the basis of previous estimates of its value. Special investigations will be made for property the value of which has not thus been estimated. Jews will receive bonds bearing interest at four per cent in return for their real estate.
Special supervision will be exercised by authorities over the management of national defense industries owned by Jews or those employing more than 100 workers. Jewish owners of such enterprises must, after a certain delay, follow precise rules in selling or transforming these industries. Monies obtained from them will be turned over to the former owners in the form of Italian bonds.
