Legislation providing for a charter to incorporate the proposed National Memorial of the Jewish War Veterans failed to win House consideration today because of a single objection. Rep. Emanuel Celler had sought unanimous consent to have the bill placed on the consent calendar. The objection was made without prejudice, permitting consideration of the bill at another time.
