Jacob Billikopf. Executive Director of the Philadelphia Federation of Jewish Charities and impartial chairman of the New York needle industry, will confer with Sir Herbert Samuel on industrial conditions in England, it was stated here today.
It was learned that Mr. Billikopf is expected here on his return from Russia on August 28, when he will report at a special meeting of the Federation of Jewish Relief Societies in London on conditions in Russia.
