Japan is planning to send a special envoy to the Middle East in December to explain Japan’s new pro-Arab policy to Arab leaders, it was reported here Thursday. According to informed sources, Deputy Prime Minister Takeo Miki has been chosen as the envoy and will visit five Arab countries. The Japanese shift to a pro-Arab stance was made in response to Arab oil shipment cuts to Japan, which is dependent for most of its energy on Mideast oil.
