Ambassador Gunnar V. Jarring, UN Secretary-General U Thant’s special envoy to the Middle East, was expected here tomorrow to receive from Foreign Minister Abba Eban Israel’s replies to the questionnaire he submitted on Middle East peace aims. The Ambassador submitted 12 questions to Israel, Jordan and Egypt. Some of them ask each party to define what it means by “peace”, “international waterways” and “secure borders.” Other questions concern substantive matters such as Israel’s willingness to withdraw to new borders once they are accepted by all sides. Sources here said Israel’s replies were formulated only today and do not go beyond official cabinet statements and Mr. Eban’s nine-point Middle East peace program which he outlined to the UN General Assembly last October.
