Jacob Javits told the annual convention of the Upper New York State Council of B’nai B’rith here yesterday.
The New York Congressman warned that these developments, the McCarran-Walter Omnibus Immigration Bill, exclusions from public housing on racial grounds and the Federal Government’s impotence in dealing with the Florida bombings reveal a trend which “presents a real challenge and opportunity to minority groups in the United States.”
