Mt. Scopus, on which the Hebrew University is located, would not be included in the Jewish borough under Palestine Chief Justice Sir William Fitzgerald’s plan for a new municipal set-up in Jerusalem, which was released yesterday.
In a map attached to the report, which would also place a number of Jewish quarters such as Talpioth and Arnona in the Arab unit, Mt. Scopus is set off as a rural area and placed outside the jurisdiction of any part of the Jerusalem administration. In general, however, the boroughs are predominantly Jewish and Arab, respectively.
The report cites the fact that the Jews are in a majority in the city and are entitled to full democratic rights, but points out that Jewish leaders have recognized Jerusalem’s special status and have expressed a readiness to make some concessions. Fitzgerald also stated that he has concluded that there is no possibility of the Jews and Arabs cooperating in an effective municipal government for Jerusalem.
Palestine Government Secretariat offices and the headquarters of British troops based in Palestine and Transjordan will be transferred from the King David Hotel to the Mount of Olives and the Dajani quarter of Jerusalem next summer, it was officially announced today.
