A municipal electoral ordinance for the city of Jerusalem will be issued soon by the district governor of Jerusalem, it was learned here today. It was stated that the ordinance will confer the franchise only to Palestinians, real estate owners and taxpayers who pay a minimum tax of 100 piastras per annum (approximately $4.00).
The Jerusalem city government has been a source of continuous controversy among Arab, and Jewish leaders and British officials, in view of the fact that notwithstanding the large number of the Jewish “population in Jerusalem, the Jews are not given sufficient representation in the municipal government. Mayor Nashishibi, a member of a wealthy Arab family long in control of the city government, has been charged with autocratic rule.
