Representative Samuel Dickstein of New York will become chairman of the House Immigration Committee under the rule of seniority succession, in case the Democrats are able to organize the next House of Representatives and elect their own speaker and committee chairmen. Mr. Dickstein is known for his opposition to the present restrictive immigration law.
