The Jewish Agency executive, at its last meeting before the opening of the World Zionist Congress today, deplored the premature release and unauthorized publication of a report by Dr. Emil Shmorak, Agency comptroller, containing allegations of maladministration in some Agency departments.
The Agency statement said that Dr. Shmorak had acted in a manner inconsistent with his obligations to guard the secrecy of his report until the Zionist Actions Committee, policy making body of the Zionist movement between Congresses, had had an opportunity to study and act upon it. The Agency asserted that the report contains distortions due to incorrect evaluation” and insisted that Comptroller Shmorak had an “insufficient understanding” of some matters.
Dr. Shmorak, who was appointee by the last World Zionist Congress to maintain a watch on the Agency’s finances and the efficiency of its various bureaus and personnel, today sent a letter to the Zionist Actions Committee denying responsibility for the “leaking” of his report since 40 copies of it were distributed. He also reserved the right to reply to the Agency charges at the Congress.
