The present situation in the world Zionist movement was reviewed here today by the Jewish Agency executive in the light of a report presented by Zvi Herman, head of the organization department, in which the causes of the drop in activity within the movement were analyzed.
Mr. Herman proposed that the authority and functions of the local Zionist organizations be expanded in a move to revitalize the world Zionist movement. He said that the new tasks of the movement had not been clearly defined and that while certain defects in the organizational structure had come to light, methods to correct these faults had not been found. The need to unify Zionist ranks abroad requires, he asserted, the widening of authority of local organizations and the transfer to them of organizational work, public relations, education, immigration and some training functions as well as the mobilization of capital for Israel–functions heretofore carried out by the Agency executive or its representatives.
The session also decided today to propose to the executive of the policy-making Zionist Actions Committee that a plenary session of the committee be called for May 7. Nahum Goldmann, chairman of the Agency executive, explained the conditions which had forced the majority of the Agency–against the will of the individual members–to ask for a postponement of the Actions Committee meeting scheduled for later this month.
Dr. Emanuel Neumann, American member of the executive, explained his plans for the establishment of a company–capitalized at 500,000 pounds–for the building of housing for immigrants who are skilled workers and professionals.
